Who managed the time zone?

Time zone are the zone where time is managed especially by the latitude. When I researched them, I find the time zone to be illogical like France and Spain should be Western Europe Time Zone or Malaysia should follow Southeast Asia Time Zone. I was angry that I want to find who managed the time zone.

The thing when I searched, the Internet never gave me an answer, only who founded the time zone. Quora is even less helpful. So who managed the time zone in the world?

The decision is local. There is no world authority.

For example, a place may choose to be in the “wrong” time zone because most of its commerce is with someplace far to the east or west.

The idea to divide the world into 24 equal time zones (with some variations) was the American railroads, which happened at noon, 90th meridian time, the 18th of November, 1883.

Spain and Portugal are in Central European Time because they are in the EU, even though they are west of Great Britain which is an hour behind them.

So the sun rises in England before it rises in Portugal, but the time in Portugal is an hour ahead of London.

The International Meridian Conference held in the United States in October 1884 first proposed that Greenwich should be the initial meridian for longitude and that longitude to the east should be plus and longitude to the west minus. What the conference did not do was recommend a global system of time zones and so continental USA now has four time zones and China, which covers a similar span of longitudes, has only one.

To further emphasis local authorities making time zone decisions, in the United States most states utilize daylight savings time, so approximately half the year the US shifts an hour ahead. A few states don’t change their time at all throughout the year. Recently, Florida was going to vote on staying in daylight savings time all year, I don’t know what happened to it. I haven’t had it on a ballot yet.

Zulu time is used by aviation and the military. It was the same as GMT, but now uses UTC. Think about flying across time zones, it’s easier to calculate how much time it will take if you use a standard time.
