When calling your local 911 do you have to give an address?
Or can you go by landmarks?
Like instead of 12345, 75ave you say at the downtown library?

In general no.
Cell phones automatically supply a location based on antenna reflection and signal strength.
Land line phones are all tied to physical addresses within their locator system.
VOIP phones (internet fixed line phones) are supposed to be configured with their 911 location.
It probably doesn’t hurt to give physical information (the west side of the park near the statue of Goerge Washington) but there’s a very high chance they have that information.,
I’ve called 911 from the highway more than once. I give mile marker or exit number and which direction, etc. I was still moving both times so my location was not accurate to the emergency.
If you don’t have an address then you do your best to describe the location.
They ask for the address, or did the last time I called. Via cell.
They tend to ask if it is relevant, but you don’t “have to” give them an address, especially if you don’t know it and don’t have an easy way to learn the address quickly.
Yes, if I call on my cell phone. Which is always because I don’t have a land line.
