On 9/11, how did Christine Whitman's staff get the air quality so WRONG?

At least three times after the towers collapsed Christine Whitman reported that the air was safe. She has since blamed her scientists for the mistake. How did they get it so wrong? Was anyone fired?

Because she was told to get it “wrong.” She said what she was told to say, regardless of what the scientists or common sense had to say.
