What would happen if Banks involved in Money laundering were suddenly all hit with a virus that knocked out all their clients and accounts?

After reading this article I was wondering what would happen to crime worldwide. Would dictators and oligarchs lose power because they can’t pay people to follow someone who is broke? Would terrorists go broke? Would drug dealers also go broke and can’t pay government officials to keep them safe or their soldiers so they become vulnerable.
Or will they still manage to hold onto power?
