Do I need to lower the front of a CBR1000RR?

I’m a short rider who feels more comfortable not on my tip of my toes, I just want more of my foot on the ground. So if I lower the rear of the bike do I need to lower the front as well?

It would be best. To do it, you’ll have to replace the front forks with shorter ones or the triple tree to increase the rake (wheel base). You could go to a smaller wheel on both front and rear. You might be able to lower the rear some as some bikes have an adjustment on the rear shocks.
Going to a smaller rear wheel may affect your speedometer reading but will increase your power.
How much space do you need? If it’s just a little you may only need to get an aftermarket seat with more relief or get someone to shave the foam down on the existing one. That’s the cheapest, easiest, safest and least complicated route to go by far. Avoid lowering links if you can. If you can’t, buy an engineered solution for your specific bike. You generally don’t have to mess with the front end at all but it will affect overall handling so just don’t go too extreme. I have redone suspension on a couple of bikes only to return them back to stock in the end. If you can get away with just a new seat or a trip to the upholstery shop with the one you have then you have no worries at all.
At the very least have the headlight re-aimed.
