Has any country or region, including fictional worlds, ever been run so well as to turn a profit?

Instead of spending tax money, but giving money back on a regular basis? Like a dividend? Also run entirely on profit from great decisions?
If no, then what country was the closest? In history? Ever?

Humor and legit answers welcome.

That isn’t how governments work.

Governments don’t create goods and services on their own. But there have been many instances of governments running a surplus, which is analogous to a company making a profit. The US did in the late 1990s when Bill Clinton was president.

The only government entity that ever turns a profit is a prison industry, because they run on slave labor.

In the US, if there’s leftover money in the budget (unused funds) it gets eliminated. Therefore, it’s important that everything in the budget is used up or the departments won’t get it next year.

If I remember correctly, the Heinlein book “The Moon is a Harsh Mistress” tells the story of residents of Luna (the Moon) essentially withholding their rock mining, and ultimately bombarding earth until the residents of Luna were granted freedom. After they had their independence (again, it has been a while since I read this) the residents of Luna made a good profit from their trade with Earth.
