What is an app I can use to make international calls from US to UK?
I know Whatsapp and FB Messenger can do it but the receiver must also need to be part of it. I’m in the US and I need to call businesses in the UK and would prefer not to have to pay international rates if possible. Any ideas?

Have you called your phone company to see how much it is to add international service? It might be very low. You just have to make sure it is not a monthly fee PLUS minutes. I know you said you want it to be free, but if it is just $5 a month extra and you can cancel any time you might consider it.
I’ve heard of google voice, which I think the other person does not need to have it, but there is a $10 fee I think. I would have to research it more for you if you are willing to pay. Hopefully, someone else has a free suggestion.
I use Whatsapp, but you are right that for business it isn’t going to work well unless the other businesses all use cell phones. I use Whatsapp for business. All of my reporters and contacts for work use whatsapp in the UK, Italy, Kenya, Germany, it is very widely used in the UK. I think my boss uses an additional service for international calls, I can ask her tomorrow, too late now, she won’t be awake.
If the business has an email you can get in touch that way and then ask if you can WhatsApp, skype, or zoom with them.
I probably wasn’t much help.

Oh. It sounded like you were going to make lots of calls. I’d email if that’s a possibility and ask if there is a WhatsApp number.
@Tropical_Willie eye roll. Yes, I realize my choices if I pay, and yes, I can do math. I’m asking if there is a web based alternative where I can just make the calls legally for free. It’s not that I can’t afford it and it’s not that I’m cheap. I’m just asking a question in general becuase I’m curious. If the answer is “no, you’ll just have to pay the cash,” then fine.
I’m in the UK where WeChat and WhatsApp both give free phone calls and video.
I’ve used WhatsApp and Skype to call the UK.
Reminder: the OP is talking about calling BUSINESSES. Which could very well have landlines. That’s why he’s looking for a free app that the other party wouldn’t be required to have the app too.

Right. I need to call a travel agent, a couple of hotels, etc. Planning a trip.
Google Voice – 2 cents/minute from US to any number in Europe. No app needed at the other end.
I use Line to talk to my friends and relatives in Thailand. It’s free, and worth every penny I pay for it i.e. video/sound are kind of crappy. FB Messenger can make calls and works a bit better, and is also free.
I also have Google Voice. International calls are not free but cheap. It sounds pretty good.
