Putin has already told them to invade, one or two section at a time.

Prime minister has no say in a dictatorship.

Mishustin was appointed by Putin and like everyone else in Putin’s circle he does what Putin says.This video of yesterday’s Russian Security Council meeting on Ukraine will give you some idea of how the country is run. The seating arrangements reveal everything.

Yes, probably, if he wants to be shot for saying so. They don’t have freedom of speech in Russia.
