Is there a limited time to give a question a great question?

On older questions I try to give a GQ but it doesn’t sometimes work. So is there like a time limit to give a GQ?

If there is, it’s longer than 7 years, as I just gave a GQ to one from 2015, although it didn’t look like it responded, at first. Maybe there’s a delay on old questions, as it digs up their ancient records? ;-)
I don’t think so. When I first joined & hadn’t yet learned to pay attention to the dates, I gave GQ’s to some 10–11 y/o. I also gave GA’s during the same time & they didn’t show as rejected.
Funny you asked today. While responding, I noticed a jelly who now has a different name showing in the Community Feed had just received a GQ on a Q from 2015
No. Not unless it is archived. After the last message it will say if it is archived.
I sometimes give GAs and GQs to posts that are more than ten years old. Usually it’s because I think it’s great but I (probably) never saw it before. Sometimes it’s just to give another old-timer a moment of nostalgia to see a name pop up in the feed, a name like Gail’s or Auggie’s, for instance.
I think the only reason it might not work is if you’ve already GQ’d it, or, as @RedDeerGuy1 says, if it’s closed to further activity.

I think that I already gave a GQ to that question and didn’t remember.
@KRD Just to test what happens, I opened this Q in the “related” section & gave a GQ & 2 GA’s. This Q is from 2006. It hesitated for a sec before showing as received, but everything else went normally. The GQ showed up in the Community Feed, but the GA’s didn’t…yet. So, we’re back 16 years & all is well!!!
Maybe your giving it a GQ was the reason it showed up in the Community Feed!!!
@all I made a mistake. You can GQ and GA an archived answer. You just can’t add any additional answers.

This Q just got me feeling inquisitive. So I learned a long time ago that IF I wanted to do something to simply try it. It either works or it blocks you & I figure there’s a reason why & I move on to something else.
