Can one buy Nutella without hazelnuts?
Just pure chocolate spread. Doesn’t have to be a brand name product.

There are chocolate sauces that are made by brands like Hersheys, which are marketed as being for ice cream but you can use them for anything. By definition, Nutella is hazelnuts.
If you want chocolate spread, get some canned chocolate frosting.
Cadbury makes a milk chocolate spread, no nuts. Available on Amazon.
You can try ebay for empty Nutella containers.
Nutella IS 13% Hazelnut. Sugar and palm oil make up more than 50%.
I am sure you can find something else to suit your want that is chocolate based. I am unsure what area you live so I can’t recommend what I don’t know is on your shelves. Cadbury does make a nice chocolate spread.
Read the ingredient label.
There are all kinds of chocolate spreads out there. Or you can make your own by melting chocolate chips and storing it in a cool place. I’ve never tried this however I just thought about it when I was writing this response.
