Why did they change all the music on 'Skins' for international viewers?

I was checking out the soundtrack listing and it turns out when they released the show to other countries they changed pretty much every song on there. Any ideas why they did this?

The creator of the series blogged that they only had music licensing rights for UK TV broadcast… it was apparently too expensive to extend the rights to other territories (or, in fact, to use the original music on the dvd releases too), so they commissioned alternative music instead.
