How much halibut are you limited to in California if you’re a fishing charter?

I only seem to be able to find rules and regulations for recreational and for commercial.

Are fishing charters considered commercial or recreational?

The few times I was on a charter each person was allowed the personal limit. So three halibut north of Point Sur, or five, south of Point Sur.
