How do you bring the Amber Alert back on the phone, if Government Alerts/Amber Alert are not in Settings?

If the feature was working (until a few months ago?) and it wasn’t turned off on purpose (no “Amber Alert” or “Government Alerts”, in Settings), what would get it turned off? And what would it make it work again?
I don’t have any more details. It’s not my phone or a phone I have access to. (edited)
