Does the Red Cross have permission in its charter to deliver weapons to Ukraine?

Going out on a limb here, and say no.
That would totally destroy the foundation on which they could exist and work.

Honest to God RDG. Considering the many humanitarian organizations whose very existence must demand neutrality—how many of those would charter provisions for the distribution of weaponry and believe such measures consistent with humanitarian goals?
