Is the restriction of tactical information to only the Vorta a way to control the Jem'Hadar ?

From Star Trek.

The Vorta is the only member of the crew to get access to visual and tactical information from a virtual reality head set.

The founders may have intended this, but there is a lot of diversity on the jem’hadar genome that has led to differences in intelligence, level of blind obedience and ambition. They (the Founders) must have known that could happen, that’s why they programmed the addiction to Ketracell White, but I think, in their arrogance, they didn’t predict the level of diversity.

The Vortas also started to display similar shifts when exposed to Alpha influences, as evidenced by the changes in the Weyouns.

The dominance of The Founders was waning in the Gamma quadrant, their attempted conquest of the Alpha quadrant was, to my mind, sort of a desperate effort to expand a failing empire.

Everything the Founders did was to ensure control.
They gave the Vorta high intelligence to act as diplomats, administrators and field commanders, and since that same intelligence makes betrayal more likely, they also made them physically weak, and withheld from them any sense of aesthetics or appreciation for art. Hell, they do not even have a sense of taste, so they can not enjoy food. All to reduce temptation for things outside the Dominion. Their complete immunity to any form of poison is nice, though.
The Jem’Hadar on the other hand do have the physical prowess and combat ability, but in return they lack the Vorta’s intelligence, and have a genetically engineered addiction to Kethracel White as well as a religious adoration towards the founders, all to ensure their loyalty.
