Generally yes.

As @Tropical_Willie suggests mental and emotional distress can be included as part of suit for personal damages, and is often connected with a claim for physical injuries . Sometimes emotional and mental distress can be brought as a cause of action by themselves, if they can be supported with medical evidence or other facts.

BUT – those standards apply mostly to US law. You’re living in Canada, and if you’re asking for yourself you need information from someone qualified and experienced in Canadian law.

I would guess that it depends on whether there is sufficient evidence, like medical records or credible testimony from witnesses.

Attorneys don’t take cases they know they can’t win or/and possibly that they simply do not support. If you want to sue for something that happened 15 years ago you may have a statute of limitations problem too. There are only some cases where distress can stand on its own without a physical injury. Call the bar in your city, county, or state for a referral. If that fails, start making phone call. My comments are my personal opinion and are relative to USA law.
