What's a good program for drawing?

I'm starting to draw a webcomic for my university webpage and I'm thinking of what would be a good pc drawing tablet and program. keep in my mind I'm a college kid so money is definitely a factor , LOL

Simple stuff.....
Get a Wacom Graphire....they are small but its good just to have one.
As for drawing the Bundle for Graphire comes with Photoshop Elements and a Painter Basic version.
That should be enough to start.
You may want to look into ArtRage if you don't like Painter. If you want more power in phot-oediting and don't want to spring for a full copy of Photoshop CSx

Fireworks, illustrator, Photoshop,...
The best thing about most of the things on this list, is that you can download a 30 (or 60) day trial. That's going to be your best bet at finding what you like. For graphics I use Fireworks, but for drawing with my Wacom, I use photoshop.
