In basketball is this a foul? (Details inside)

Where one stops suddenly in the way of a opposing players and letting them crash into you?

It was in under 14 men’s community basketball.

If you are a defender and are not moving at the time of contact then you will not be charged with a blocking foul, but the other player will get a charging foul. Blocking Foul

Yes, and no.

I think it’s important that you make a distinction between league/level of play in your question.

You’re right to say that in youth leagues like AAU defenders will get called for blocking more often (almost all the time in fact). The goal at that level is to teach younger players to “play clean” and learn the fundamentals – but another reason is that referee skills in youth leagues can also be questionable.

It’s a different story at NCAA, FIBA, and NBA level. Not only are there differences in rules, but the focus shifts to emphasize the dynamics of the game. This example breaks it all down pretty good :

If the defender sets his feet and stands still and the offensive player crashes into him, it is an offensive foul if the defender is outside of the circle around the basket. If the defender is moving it is a defensive foul. (College rules. I don’t follow NBA so those rules may be different)
