Photoshop: Any insights as to why I sometimes can't save a file as a jpg?

There are times when, using Photoshop, I will want to save a file as a jpg, but it doesn’t list the option under “Save As.” I have to export the image for the web, and there I can save the file under any number of formats. Anyone have a clue why this happens?
