The question boils down to “is a hat considered clothing?”

I would say the covering of genitals is what defines naked or not.
It depends on where you wear your hat.
Seriously though. You’d get tossed, or arrested in most locations.
Most stores/restaurants have “no shirt, no shoes, no service” signs.
Lots of beachfront restaurants/bars are fine with what would be appropriate on a public beach. But. Rules change after 6pm, or 8pm…
Rules would differ for females. Dress codes often are different for females.
In many places males are not allowed to wear hats, females are…And. Males must cover their arms, females can wear tops with no sleeves…

^I would think that the hat would mean quite a bit, to me. If I saw someone wearing just a hat.
That being said. I had to deal with naked people many times when I was a LEO. In my experiences, they never had hats. Shoes, sometimes…
For whatever reason, people naked in public are usually covered in something even less attractive. Usually blood, urine, feces, vomit, or pick your liquid. And they come in all shapes and sizes…
When I was in the navy, one underway the captain put out in the Plan of the Day that on a set date it would be “halfway” night (halfway between leaving port and returning) and any underway attire was acceptable with the exception that you had to have shoes on your feet and a TLD (radiation measurement item) on your belt. At midnight, one of the maneuvering room operators arranged to be relieved for a bathroom break. He returned to his watchstation clad only in shoes and a belt with a TLD on it, requested permission to enter and relieve the watch. After much laughter, he was allowed and he spent the rest of his watch naked except for these items. Even the captain came to see. His only comment was that he would have to be more careful going forward with how he worded things.
So technically he was not naked, but for all intents an purposes he was which is what made it so funny.
