Does the law concerning death threats apply to people, or countries, who treaten to nuke a city?

Or to deploy a doomsday device?

Is it 9 billion counts of felony uttering threats?

I know that the US has laws governing threatening the use (or using) weapons of mass destruction. Canada might or might not, but then, not many people live in Canada.
