Do you mean USB flash drives?

If so, then you need an intermediary computer into which you plug them both in, and then they get recognised by the computer’s operating system and show up as two new drives into which you can move and copy things.

^ Yes. It’s also possible for the computer to be a “mobile device”, but it tends to be a little easier on a computer.

And if you only have one USB port, you’ll need to copy the files onto the computer first, change drives, and move the files into that drive. It should be fairly straightforward.

Yep plug it in and pull up control panel. Open up the files, select all (shift) and pull to new drive, save.

“Sneaker net” as described above; move files to USB thumb drive and walk over to other computer in your sneakers.
