Do old fashioned cartridges still have faster loading times than the newest systems that use laser disks?

I remember that I could play Super Mario Brothers one with no loading time; While PSP 1 games need to load up a couple of seconds, and also the Playstation logo.

I haven’t played much video game in years and would like to know if the new consoles have over come this?

Yes. By far. This was the whole reason Nintendo stuck with cartridges on the N64 while the rest of gen 5 moved to optical discs.

Yeah. Cartridges don’t “load” much (if anything). They just power up and run startup routines. Their information is physically already there on the cartridge, in ROM.
