It’s my understanding it’s strictly for Apple machines.

Here’s how to FaceTime on Android device https://www.zdnet.com/article/how-to-facetime-on-android/.

Call has to be initiated by Apple device.

Facetime is another Apple-only software that they use to tie people into their Apple ecosystem.

If it were not for Facetime’s exclusivity, however, we would not have alternatives like Facebook Messenger, WhatsApp, Google Voice, and several other alternatives that were developed to counter Facetime.

As an Android-forever person, I don’t miss an application like Fecestime, that I never had.

You can use Facetime on non Apple or non IOS devices.
The call initiator on an Apple device can send you a link to a call.
Here are the specifics from Apple Support

@elbanditoroso I do not believe the tale of Apple tying a user to their ecosystem. They simply have developed tools and apps that work for their users and launched mobile users into not having to have multiple devices by virtue of apps. Open Source is a life saver for the industry but does not dictate an organization cannot be innovative and be mandated open.
VMware has about 45% market share in virtualization and nobody is up in arms over that. They simply have spent the time to develop a top notch product. There are also some top notch Android apps that don’t run on Apple. Do you hear people complain of those?
This is the evolution of ideas and innovation. I laughed at Windows 1.0 when it came out in 85 when I first saw it. The Macintosh in 84 at least had some applications to give users a reason to use it.
You have a choice and you use it. Just because a product is not open doesn’t make it a monopoly. That is about business practices like AT&T employed. I assume you are using a Windows platform which 70% of the world uses. I have a love hate relationship with Microsoft. Yet it moved technology forward.
The Movie industry hated CGI. Pixar allowed it to breakthrough film and animation. You don’t even know what is real and what is CGI in movies now.
I was an anti-Apple person at one point but moved over to the dark side for it’s innovations that make my life easier. Could I equally do that with Android? Sure, I have a choice.
