Please explain pharmacy rules with seeing a doctor for a second opinion for me? (NSFW)

I asked a pharmacist for help with the itchy scabs on my head that I had since 2000. He offered me two medications, but said that it is unethical for me to get a second opinion from my doctor.

That sounds weird. It that normal? I ended up getting nothing.
