If a person has a pacemaker an EMP could have an effect.

Older pacemaker models have been shown to be susceptible to the electromagnetic fields (EMFs) emitted by everyday household and workplace appliances. Difficulties have also arisen in electromagnetically hostile workplaces after an employee has had a pacemaker implanted.

It’s the secondary effects that will get you not the primary

Are you in a hospital, or a moving car or airplane when the EMP fries its electronics?

Might see some Boeing products, falling from the skies….

Vehicles from the 1970s would be less likely to be affected, no computer modules and electronic sensors.
