Chap stick, is mostly petroleum jelly.
That shouldn’t hurt.
Before applying anything, make sure the area is very clean and dry.
I’m tempted to suggest Preparation H type stuff.

I’d rather you get medical advice, from a doctor. However. Since it’s been happening for years, I suspect it’s not too serious.

It may be ideal, to wipe with aloe kleenex. Obsessive wiping, will dry the mucous membranes out.

But in all seriousness, it’s likely a combination of diet, and your bathroom habits.
I believe genetics, play somewhat of a role. As I know people who have a similar problem, or at least similar symptoms. They claim their fathers had it too…

Bleeding bright red can be a hemorroid or tear in the skin due to large output. Dark blood is a sign of more serious issues. Without knowing details, Id definately recommend talking to your doctor.

If it’s hemorrhoids, try Prep H pads or cream. The doctor should check with a colonoscopy to make sure it’s not something more serious.
