If someone is being pulled over, do you still pull over because the cop has their lights on?

As in, person in oncoming traffic is being pulled over so the cop has his lights on.

I pulled over and waited until I knew he was pulling someone over. Was that wrong?

You just need to pull over to the side of the road until the cop passes you. Then you may continue on your way. You just need to get out of the way of the cop. You don’t have to wait. If the cop stops a car directly in front of you then just drive around the cop when it’s safe to do so.

As above, you pull over to get out of the way, the proceed with caution.

The only car that needs to stop is the car that is getting pulled over.

If it’s you and you don’t realize it, the cop will follow you very closely with lights on and then he’ll put his siren on. It’s called lighting you up. He’ll light you up. There won’t be any misunderstanding.

To add to the above answers, if it is on-coming traffic on a two-lane road you would typically pull over if the cop is coming towards you as well. But if you can see he is pulling someone over it is not necessary.

He was coming towards me, had no clue what he was doing. So I pulled over.

Better safe than sorry I guess. When they are coming towards you, you need to pull over because he may need to straddle the centerline of the road to get around traffic pulled over on his side. But if you stopped and then he pulled over behind someone right next to you on the other side, you should be able to move on without worry.
