Do you think Trump is purposely screwing with the stock market so he and his billionaire friends can buy stocks cheap?

I ask this because today, he reversed vehicle tariffs for the next 30 days. I’m starting to think he does this so he and his rich pals can buy stocks cheap when he knows he’s going to drive the market down. He cancels the next day so those stocks climb back up in value and then sells out before the next time he dips the market again and buys stocks again that have taken a hit. It seems that this should fall under insider trading.
