Originally I was going to say Mel Brooks. He played Gov. Lepetomaine in Blazing Saddles and had Madeline Kahn go to Rock Ridge in order to seduce and neutralize the Sheriff (Cleavon Little). That was a great movie.

But then I figured out that you mean Star Trek, which was not nearly as funny.

That was probably the best film from the Star Trek universe.
