How do I completely clear all cookies, history, etc? I’ve cleared cookies, cache, and history in the settings page, and even reset all network settings, but it still pops up previously typed addresses as I’m typing in the address bar.

Settings/Safari, but you already knew that. Perhaps, the addresses you’re typing are bookmarked-that would be a reason for them to pop up.
There is also a “problem” with the new upgrade. I don’t know if it supossed to do that or not, but it does, and thus, anger for most people.
I haven’t done the latest upgrade yet, you mean it’ll be worse?
Possibly. I have never had my iPhone recall websites I have been to unless they are bookmarked, but after the upgrade, I had this happen. I personally don’t mind it, but after you get A LOT of websites I notice that my phone goes really slow. I would try restoring it. See what happens with that.
