Can't Africans form an African Union or African United States so there wouldn't be such struggle on African nations?

It’s called the African Union. Founded 2001.
Are you talking about a separate nation? I honestly have little idea what this question is about. What does “struggle on African nations” mean?
I think seVen means the constant state of fighting that seems to be happening within the many of the regions in Africa.
There’s a very clear, readable, and interesting interview with Jean Ping, Chairman of the African Union Commission in Newsweek about the purpose of the AU and the challenges the AU faces.
Africa faces the same social challenges as the Arab world and Pakistan. Most of the people in these countries still value their tribal identity far above their national identity. The civil wars in these countries are driven by historical tribal feuds and not true political issues.
No amount of national unions will cure this problem. Only a social evolution to national identity will end these conflicts.
The struggle and strife is part of the reason the African Union is so powerless and dysfunctional. It’s both cause and effect.
