Do web sites need a user agreement page?

If I build a web site, do I NEED to have a user agreement page? I mean do all web sites have to have a user agreement?

it matters what kind of page it is, but usually web pages that need a certain age minimum or any other law stuff a user agreement page is necessary
Generally if you’re asking for any information you want to have a privacy policy, even if it’s as simple as “We don’t share your information with anyone for any reason”. Just make sure it’s true.
If you’re going to post any information about someone that they’ve provided, you want to have a privacy policy and an “I agree not to sue the hell out of you” agreement page. (this is what lawyers call it, you know, when they’re hanging out with other lawyers)
If you’re just showing you’re own stuff, it isn’t really necessary.
If the user is just reading content, there’s nothing to agree to and so no agreement is needed. If they’re uploading content, they need to agree that the content is theirs, they’re allowed to post it, etc. to cover your ass legally.
If you are building anything other than just a personal web site, I’d put one in somewhere (or at least a disclaimer). We live in a society where people sue other people for irrational reasons. Think of the agreement like seat belts. You almost never need them, but when you do….
Not only do websites not need user agreement pages, but I’m not sure if you could even uphold it in court, depending on where the infringement happened, where the server resided, the age of the infringer, etc. Even if you have an “I agree not to steal anything on this page” agreement for a photo gallery for example, someone will still steal your work eventually. I’ve never put an agreement page in any of the many websites I’ve built and I’ve never encountered any problems because of it.
Hey thanks guys. Every single posting here was helpful, believe it or not. I’m going to collect e-mails so I guess I’ll need a private policy page.
Can I write my own private policy page or do I need to get a lawyer to do it? It seems like a simple page to write up as long as I re-read and re-read it to make sure I’ve covered everything anyone would want to sue me for. If anyone can help me with this I’d appreciate it. Thanks again people.

You can write you own, or you could get a lawyer to write it, or you could use one of the many free templates available online. It’s up to you. Depends how much you want to cover every little aspect and how much money (if any) you’re willing to spend.
