Are there dumbwaiters for sale that have manual and electric modes?

Ideally, a big enough dumbwaiter to lift a person. It would normally run electrically, but it would be best if one could switch it to manual mode in case the electricity went out.

If this is some way to try to bypass shelling out the bucks for an elevator, I’m thinking it is both unsafe and a building code violation.
