I just got the Flip Mino HD. It’s really simple and easy to use. I would definitely recommend it for what you are talking about.
Recently I wanted to get a camcorder so I could take some videos from time to time. Incidentally I wanted to get a new pocket point-and-shoot (I was ready to replace my Cannon Powershot). I was ready to get 2 items, a camcorder and a camera. In my research, I found that for similar money to the entry level camcorders (like the Flips) I could kill 2 birds with one stone by getting one of the great new point and shoots that also take video.
I ended up getting the Samsung NV24HD. It takes great photos (10mp) and takes video’s in 720p and encodes them on the fly into Quicktime compatible.mp4. It is a steal at $200.
It should be noted that if I were to buy again today, I would get the new TL34HD (14.7mp) which is only $20 more (at $220) and uses a giant vibrant touch screen LCD instead of the “touchscreen buttons” that are on the back of the NV24HD, it also has slightly better optics.

Having owned the Cannon Powershot mentioned by okgo, I can say that I greatly prefer the Samsung NV24HD I now own. It has a much more stable feel to it, being metal and slightly heavier it feels substantial – like I could fumble around with it and not break it.The interface is also much more versatile and advanced.
That said, I would not get the Samsung for my mother, its just a tad bit too complicated for the “just point and shoot” user, especially if you want to mess with any of the great cropping, editing, or other manual settings of the camera. However there are big rotary dials for a bunch of pre-set options like “indoors, outdoors, action, etc” that make it a bit easier.
Hope that helps with your purchasing decision!
Cheers!
Mike
