How or when do people who were born in february 29th celebrates their birthdays?

The only person I know who was born on Feb 29th celebrates on the 28th on non-leap years.
They age at a rate 25% slower than others. When you’re 16, they’re 4.
I don’t get why anyone would celebrate it on 28th? It should only be the March 1st.
The celebrate it on the 28th. I know a lot of people with leap year (my grandmother for example) and she celebrates it on the 28th. My parents got engaged on leap year.
My Aunt was born on Feb. 29th. She always celebrates on the closest Saturday.
We joke that she is only 13 – which is a fair assessment based on her behavior.
I do the same thing Cprevite. My grandmother just celebrated sweet 16 :D
