To convert mp3 to ogg should I convert to wave 1st then convert wave files to ogg?

I don’t think that’s necessary.
If you use Ubuntu Linux for example you’ll find a good collection of audio conversion tools in the Ubuntu repository and you can easily use them to convert almost any other audio format to Ogg, and vice versa too.
You should never convert a lossy format to a lossy format. So much quality is lost during that process.
