What is a good image resizer that makes VERY low file sizes but HIGH quality images?

There is a website called zappos that sells shoes and things, and their product images are very high quality but the file size is very low.
EXAMPLE: http://www.zappos.com/images/712/7128865/10757-796084-p.jpg

thats like 23KB or something. What kind of program can do this? Most that I have tried make a HQ image but is about 120KB and if you lower quality its shows.

Photoshop—> Save for Web

Genuine Fractals is pretty good at down and up-sizing images.

Doesn’t seem that hard? The big deal here is that probably 60% of the image area is pure white. The image linked is 48KB

A similar image of mine:

(a little higher res) is 60KB.
A little lower res version of the same file is 23KB.

For an image that size with full-frame content, the same range went 48KB for the smaller (400×236) to 108KB for the larger (580×383).

Try saving JPEGS at 95% quality, the artifacts are minimal, and they look good for web. Also use something quality to save, like Photoshop or Gimp.

Have any examples of your 120KB images to show? Content matters a lot with compressing JPGs.
