What would you do if you got scammed & Paypal can't refund?

What would you do if you made an online purchase, turned out to be a fraud seller, then Paypal wasn’t able to refund you coz the seller has taken out all the money in his Paypal account.
What would you do in such situation? Do you think you’ll be able to find justice one day? What if the “purchase” was worth more than $200?
