How can I reduce the image size of a pattern but make the smaller image fill an 8-1/2 x 11 space?

I need to size-down some scrapbook page prints because the print is too large for making cards. I can reduce the image size from 12” to any smaller size, of course. But then how can I duplicate the smaller image to fill up the 8–1/2×11 paper size? And then print it? I have Adobe Photoshop Elements 6.

There are times where you will want the resized image to have a different aspect ratio than the original. In XnView , when you hit Shift-S (Resize) there is a simple check-box in the resulting dialog pop-up that says “Maintain Aspect Ratio?”. Most of the time I leave that checked to avoid stretching but sometimes it pays to uncheck it if I just want to fill a space.
