Does anyone know a website that will take a digital photo and produce cool art out of it?

we have a photo of our toddler and his friend and were hoping to have it pixelated etc. to give as a gift

Photoshop Express is fun to mess around with. This should have the pixelate effect you’re looking for, or something similar.
