Why is Safari still so bad at uploading?

One example to be specific would be Photobucket. It’s completely intermittent, sometimes (rarely) will upload a photo. Its always been terrible and I was hoping with the new version (3.0) they would have fixed these issues. But no, I still have to dig in my applications to pull out Firefox to upload anything.

Can anyone explain to me what’s going on?

I can’t say because I’ve never had this problem with Safari. Is it only on certain sites? Only at certain times of day (so, maybe it’s when your ISP is busy, for example)? In the past I have found Safari flaky for some things, but the latest version rocks.
