What is Flo Rock?

I know I must be totally unhip, but I’m really curious. This phrase is etched into the tops of urinals all over the west coast and I have no idea what it means. Google has been no help. Any ideas?

It’s in Eugene and Portland, and I saw it in a restaurant in seattle. So, the northwest, I suppose.

Could be an unknown band, tagging everything in sight.

It could probably just be like a member of some sort of tagging crew or something like that. Lots of kids (and some… not kids) like to get their name up everywhere. It gives them a sense of pride an ownership. I don’t quite like tagging. I like the epic graffiti art though.
