Dog training: What is the best way to train a puppy to walk on a lead/leash?

Maddie is 4 months old and perfect in every way except her refusal to walk on a lead. She will be a big dog so this needs to be accomplished pretty soon. Please help?!

Does she not walk at all, or does she pull?
If she pulls, practice “be a tree.” The instant she puts tension on the lead, stop. Don’t move until she relaxes the lead herself. She’ll learn that if she pulls, she doesn’t get where she wants to go.
You can train this by putting something she really wants on a chair- a treat or a favorite toy. Start about 20 feet away and walk toward the chair. If she pulls, go back to the start line and start again! The first few attempts will take a while, but then she will catch on.
The important thing is to be consistent- if she pulls, she doesn’t get what she wants.
No she doesn’t pull. She just doesn’t move! She yelps and cries at any attempt I make to pull her!
I’ve had many dogs before and this is the fist time this has happened. It’s normally the absolute opposite. Sorry I didn’t state in my question that it wasn’t a pulling problem
First of all, make sure she’s had a vet check to ensure she doesn’t have any physical problems. Then, make sure that walking is fun. Use treats and encouragement- don’t pull on her. Let her drag a leash around the house.
I’ve tried treats, toys, somebody at the end of the path calling her and walking with another dog but nothing yet!
Has she had that vet check? Also, what breed is she? Where did you get her and what experience did she have with a leash before you got her?
She walks with the lead in her mouth around the house without a problem. Physically she’s fine and I try to make walking nothing but fun
She’s a cross between a Mastiff and a Ridgeback. Discipline wise she’s perfect too so it’s not her stamping her authority either I don’t think
Sorry, this is her first experience on a lead and her breeders were great, we visited all through the pregnancy
Oh- also- what kind of a collar are you using on her? Make sure it’s a wide, flat, comfortable collar- not any type of choke or prong collar.

The collar is padded, comfortable and loose. I’ve tried 3 lead variations too
