Why does the a bar of soap lather less when it gets smaller?

When using a fresh bar of soap, no matter what brand, it produces a lot soap bubbles (lather). As it gets smaller it produces less lather. Why?

Less surface area?

When the bar gets smaller, it has less surface area, and therefore less ability to interact and generate lather with whatever it is rubbing against.

A new bar, in particular, will often have extra surface area due to the imprint of the logo.

Decreased surface area.
