Is the oxygen distribution constant within the planet?

I was wondering whether the amount of plants in one area of the planet would make that area more oxygen rich. Given the world in whole is said to be 21% oxygen, can someone explain?

The air exchange rate varies from place to place based on wind patterns.

The oxygen content on Earth is around 19%, not 21%. However, over congested areas the level can drop as low as 12%.

No, it varies, but the variation is usually not significant.
