My local library has an incredible collection of programming books in digital format which I can read online. Perhaps yours does, too.

You can read scanned magazines online there, in all sorts of categories.

Your best bet is to search for pdf’s use Google or this site http://www.pdf-search-engine.com/. I found a lot of programming books in pdf format on that site.
