The laws governing hot dog carts in California changed in July of 2007. They come under the California Retail Food Code and are administered by your local county health department. They are the strictest laws in the country governing hot dog carts. There is, however, still much confusion over the exact rules among these local departments and among the hot dog cart manufacturers due to the wording of the new code.
