What is the economical and fast ISP service in Santa Clara?

I need to have upload speed equal or faster than 2 mbits per seconds. decent download speed. Price need to be within $100 per month.

2Mbps is not a decent download speed, nor is anything near $100 a month reasonable. I would recommend Comcast. Their speeds are 20–30Mbps and the price is somewhere in the ~$50 range depending on your package.
