How do I get the burners on my stove to stop smoking?

The smoke seems to be coming from the burners themselves and I’m wondering what the best way to clean them would be? I’ve tried soaking the burners and drip pans in soapy water and scrubbing them but they still smoke. What is on them and how do I get it off?!
